Arum confirmed that everything was on track to ESNEWS: "The latest is…everything is agreed to.
"We've been negotiating this for four weeks, more than four weeks. We’ve finally reached an agreement on all points.
"The lawyers are circulating documents, and everybody is acting very, very positive about the fight happening, with the exception of Mr. Mayweather, who has his own agenda.”
According to Arum, Mayweather has been the one stalling negotiations by not signing the contract.
"Don't you understand, to have a fight happen you need two fighters," he continued.
"Now I know we got one fighter and that's Manny Pacquiao. The other guy, I'm not sure of…because I really have always had doubts whether he would fight Pacquiao.
"Mayweather is one of the greatest defensive fighters of all time, [but] he has trouble with a fast southpaw who can punch," Arum added.
Arum urged the public to use the internet, to convince Mayweather to fight.
"I think that they should bombard the internet send Twitters and Instagram, whatever they have to do, [and say] Floyd sign the damn contract," he said.
The date being touted for the super fight is May 2.
