Match referee David Boon decided Scotland were one over short of their target in the Pool A clash in Dunedin.
Under the terms of the ICC code of conduct, each player will be fined 10 per cent of his match fee, with the captain, Preston Mommsen, paying 20 per cent.
An ICC statement said: ???Scotland has been fined for maintaining a slow over-rate during its Pool A match against Afghanistan in the ICC Cricket World Cup 2015 at Dunedin on Thursday.
???David Boon of the Emirates Elite Panel of ICC Match Referees imposed the fine after Preston Mommsen???s side was ruled to be one over short of its target when time allowances were taken into consideration.
???Mommsen pleaded guilty to the offence and accepted the proposed sanction, so there was no need for a formal hearing.”
If Scotland commit another such minor offence under Mommsen???s captaincy, he would be handed a one-match suspension.
