The 29-year-old was suspended by the International Cricket Council in October but the decision has been overturned allowing him to play in the World Cup which starts in February.
The ICC has announced that tests of Utseya???s bowling action revealed his slow medium deliveries measured within the 15-degree level of tolerance.
However, his offspin remained illegal, and he cannot use that action in international matches.
The ruling comes just two days after the ICC allowed offspinners Sachithra Senanayake of Sri Lanka and New Zealand’s Kane Williamson to bowl following remedial work and retesting.
Utseya, who made his debut for Zimbabwe in 2004, has been named in their preliminary 30-man squad for the World Cup which take splace in New Zealand and Australia.
