Kukushkin, who claimed his one career trophy in Moscow in 2013, secured a service break in each set and is yet to drop a set this week.
He saved 11 break points, including nine in the second set, taking his total to 19 saves out of 22 break points for the tournament.
Kukushkin had previously won three games in qualifying to reach the main draw, winning four further matches to reach the final.
