Miranda started in 33 league games for Atletico to greatly contribute to the Rojiblancos winning the Primera Division title last year.
The South American made 23 starts for the Spanish club in La Liga this season.
Inter’s other big signing this summer is French midfielder Geoffrey Kondogbia, who joined the Italian club last week from Monaco.
Inter, coached by Roberto Mancini, finished eighth in Serie A in 2014-15 and will not play in Europe next season.
