The 21-year-old only made 12 appearances for the Bundesliga champions last season, while he previously played for Bayern's B team, Koln, as well as Kaiserslautern on loan.
"Hertha made a lot of effort to sign me very early on and it's an exciting challenge for me to be here," he told the club's official website.
"I had good conversations with sporting director Michael Preetz and head coach Pal Dardai and I'm looking forward to working here and playing with the team. With the fantastic Hertha fans behind us, I want to help us have a successful season."
The midfielder is Hertha's first piece of transfer business since narrowly avoiding relegation at the end of the 2014/15 season.
