This was Group H leaders North Korea's first dropped points in four games.
The Korean's are still top of the group with 10 points followed by the Philippines on seven points from four games.
Going for the win the home side could not crack the well controlled Azkals defence and failed to score against Walsall goalkeeper Neil Etheridge, who kept a tight rein on the defenders around him.
A total of 12 teams (group winners plus four best runners-up) will reach the next stage of qualifying for the 2018 World Cup.
In their next match, North Korea face Yemen on October 13 while the Philippines are up against Bahrain on November 12.
