Konta defeated home hope Sharon Fichman 6-4 6-2 in Vancouver to claim the title and move up to 115th in the world rankings.
The British number three, who ousted top seed Su-Wei Hsieh in the first round, has now won 10 straight matches on the ITF Pro Circuit - the level below the main WTA tour - having also won the title in Winnipeg last week.
There was disappointment though for Konta's compatriot Dan Evans in the men's final.
Evans, who like Konta has beaten the top seed en route to the final, lost a see-saw contest 6-0 1-6 7-5 to big-serving Canadian Vasek Pospisil.
The effort was enough, however, for Evans to crack the world's top 200 for the first time in his career. He climbs to 194th in the ATP ranking list.
