World number two Federer needed just over an hour to see off the local player 6-3 6-4 as the Swiss ace seeks to retain the crown he won last year and also lifted back in 2005.
Federer will face Frenchman Julien Benneteau for a place in the semi-finals of the ATP ABN AMRO World Tennis Tournament.
Second seed Juan Martin Del Potro, who lost in straight sets to Federer in last year's final, also successfully progressed through to the quarter-finals on Thursday with a 7-6 (7/5) 6-3 victory over Latvian Ernests Gulbis.
Not all the leading players were victorious on Thursday however, with fourth-seeded Frenchman Richard Gasquet tumbling out 6-4 6-4 at the hands of Cypriot Marcos Baghdatis.
In Thursday's other second-round matches, Jarkko Nieminen of Finland beat Germany's Matthias Bachinger 6-3 5-7 6-3 to set up a last-eight showdown with Del Potro while Slovakia's Martin Klizan eased past Dutchman Igor Sijsling 6-2 6-4.
