A draft of the provisional calendar was circulated to teams this week ahead of a meeting of the World Motor Sport Council (WMSC) scheduled to take place in Dubrovnik later this month.
The one glaring omission was the planned race around New Jersey, with the Manhattan skyline serving as a backdrop.
There remains time for alterations ahead of the WMSC meeting, and with the calendar not due to be formally ratified until early December at the FIA's general assembly in Paris.
A Grand Prix of America source has confirmed to Press Association Sport that officials have incurred a delay in submitting their race application to their national sporting authority (ASN).
All bids to stage a race have to be lodged with a particular host country's ASN, in this instance ACCUS, the Automobile Competitions Committee for the United States.
Although no reason was given for the delay, Grand Prix of America officials insist they will file their application by September 20 in time for the WMSC meeting.
