Quiros is out of the Continental Europe team to face Britain and Ireland because of a wrist injury. Jacquelin, next in line off the European Tour money list, will win a fourth cap in the contest.
Captain Jean Van de Velde said: "First of all, it is desperately disappointing news for Alvaro.
"He wanted to play and to be able to honour the memory of Seve (Ballesteros). However, his wrist injury hadn't healed sufficiently for him to compete.
"He would have been a big asset to my team. He is a wonderful player and a great character and we are both disappointed that he won't make it.
"Having said that, Raphael Jacquelin is an outstanding player as he proved in three previous Seve Trophies when he collected 8 ½ points.
"It will be wonderful to have him in the team as he is very experienced, knows St Nom very well and I am sure he will receive great support from the French public.
"He is very excited about playing and is a fine competitor who will be an excellent addition to our Continental side."
