A knee injury caused Caceres to miss the recent South American qualifiers against Colombia, Ecuador and Argentina but he has been named in a 29-man preliminary squad by coach Oscar Tabarez.
Influential forwards Luis Suarez of Liverpool, Paris St Germain's Edinson Cavani and Diego Forlan of Internacional are all included.
West Brom defender Diego Lugano will captain the Charruas for the games in Jordan on November 13 and back home in Montevideo the following week. Tabarez will name his final squad next week.
Uruguay finished fifth in the nine-team qualifying group, from which the top four - Argentina, Colombia, Chile and Ecuador - joined hosts Brazil in next summer's finals. That left Tabarez's side to contest a play-off for the fourth World Cup in succession.
