Maicon, 31, is said to be of interest to clubs such as Chelsea, Paris Saint-Germain and Real Madrid. The full-back offers pace down the wings and has a solid understanding of the defensive side of the game.
He was a regular in the side that only managed to achieve a sixth-place finish last season. It means that the 2010 Champions League winners miss out on participation in the competition and the Brazilian's agent is said to be clamouring for a move for the player. He has also been removed from the squad list submitted to UEFA for participation in the Europa League.
But Stramaccioni feels that Maicon has a good relationship with the fans and the coaching staff and therefore, the club should not consider selling the defender.
"In my view Maicon is the best in the world, but obviously there are different evaluations to be made, as there is more than just fondness or monetary value," he told journalists following Inter's 3-0 friendly win over Tunisian side Bisertin.
"All of Inter cares about the Brazilian, as he is a fantastic lad. We'll have to see what happens. This Inter side does need to be completed, that is beyond doubt.
"Something will certainly come in before August 31, in fact I'd say before August 26."
Recent speculation has also linked the club with a swoop for AC Milan's Antonio Cassano. The Italy international is currently unsettled at the club following the sales of Zlatan Ibrahimovic and Thiago Silva but the Inter coach remained coy on the matter.
"Cassano? I'm just saying that the Inter squad should be completed, this is a fact.
"From now until August 31, or on August 26, when the championship starts, someone will come, we'll see."
Inter play Pescara in the first match of their new season at the Stadio Adriatico.
