When both sides met in the league earlier this season, it appeared as though the Young Lions had finally got on the board as they eked out a 1-1 draw after starting the 2013 campaign with three straight defeats.
However, those four results were all overturned and Aide Iskandar's charges were dealt 3-0 losses after being found guilty of fielding ineligible players, which was the start of what has since turned out to be a forgettable season.
Nonetheless, the Young Lions have started to find their feet in recent weeks, especially in the Starhub League Cup, and actually took the lead on Wednesday after Afiq Yunos met Raihan Rahman's over-the-top delivery and headed home the opener in the 13th minute.
But eight minutes before the break, the Tigers pulled level when Obadin Aikhena pounced on a loose ball and smashed it into the back of the net, and edged ahead in the 66th minute capitalised on a moment of indecision between Syazwan Buhari and Afiq to tap into an empty net.
With three minutes left on the clock, any hopes of a comeback by the hosts were extinguished when Balestier were awarded a penalty after M. Anumanthan had brought down Ruhaizad Ismail inside the area, allowing Qiu to step up and fire home his second of the match to seal the three points.
