Heading into the game at the Toa Payoh Stadium second from bottom and desperately needing a win after three games without victory, the Tigers' prospects were given a boost in the 52nd minute when opposition goalkeeper Aurelien Herisson was handed a straight red for a foul on Paul Cunningham inside the box.
Following a delay due to the Tanjong Pagar protests, Ruhaizad Ismail stepped and kept his cool to fire Balestier ahead from the resultant penalty, and a minute after the hour mark, it was 2-0 when substitute Qiu Li curled home a freekick with his first touch after coming on.
The Jaguars did manage to pull one back in injury time when Kamel Ramdani netted from 12 yards after the Jaguars were awarded a penalty of their own, but it proved to be too little too late as the hosts claimed all three points.
Given how keenly-contested the S.League has been this season, the Tigers climbed from 11th to 6th on the table with the victory, while their opponents remain third.
