Dos Santos has been part of the White Hart Lane club since signing from Barcelona in 2008 but has managed only 17 first team appearances after spending loans spells at Ipswich, Galatasaray and Racing Santander.
Despite the arrival of new manager Andre Villas-Boas, Dos Santos is still adamant on a move to Spain.
"I want to return to Spain," he told ESPN Radio. "There is a new coach at Tottenham, a new season is starting and it is clear to me that I want to return to Spanish football.
"I think that I will be able to announce the move soon.
"Tottenham have always tried to sell me for double the price that they paid for me. There are offers, but nothing can be made public yet."
Malaga, Atletico Madrid and Sevilla have been linked to a move for the 23-year-old.
