The Sun claims that Madrid manager Jose Mourinho wants to "add more creativity to his Spanish champions" with Silva the ideal candidate for the role.
The UK newspaper notes that Silva was pursued by the club before he signed for City in a £24million deal from Valencia two years ago.
Silva's stock in world football is on the rise and he enjoyed a blistering start to this season for City which had many pundits putting his name forward as a potential player of the year candidate.
Silva's form did take a dip at turn of the year but the Spaniard recovered in time to make it into Vicente del Bosque's squad for the European Championship.
The midfielder was a positive influence in Spain's recent 4-0 win over the Republic of Ireland which sent Giovanni Trapattoni's side tumbling out of Group C and the tournament.
Madrid boss Mourinho has set his primary target for next season as to become the first manager to win the Champions League with three clubs.
And reports suggest he thinks the addition of Silva can enable him to make history by recreating his success with Porto and Inter Milan and claim Real's 10th European crown.
