Rosell claimed earlier in the week that Barcelona had a number of key refereeing decisions go against them this season and hoped to see better from the match officials.
18 minutes into the Copa del Rey tie against Valencia, Barcelona escaped a decision when referee Jose Luis Gonzalez failed to spot Jose Manuel Pinto handle the ball outside the area.
Soldado believes that the offence was clear-cut and said that the referee hesitated to make a decision due to the earlier comments.
He told Marca: "Here when our president speaks and complains about referees it is not taken into account.
"But it would not surprise me if the words of Rosell influenced the referee's decision not to whistle for the hand ball.
"It's a very clear hand ball that has been able to affect the game. It was in front of the referee and he did not have the courage to whistle."
Barcelona came away with a vital away goal in the 1-1 draw and will play the second leg next Wednesday at Camp Nou.
