Alongside fellow Confederations Cup winner Paulinho, Bernard was reportedly on the shopping list of Tottenham manager Andre Villas-Boas.
Spurs' move for Paulinho was officially completed on Tuesday, but Bernard's agent, Adriano Spadoto, told O Tempo that his client will not be joining Paulinho in London.
"The negotiations with Dortmund and Tottenham have cooled due to Bernard's high asking price and he won't go to any of these clubs," he said.
"There is nothing from Shakhtar; they have made no offer."
Nevertheless, Spadoto believed Bernard would be leaving Atletico Mineiro in the near future, most likely to join Porto as a result of both clubs' links with Bank Mendes Gans.
"The agreement [with BMG] is a factor, so Porto are the most likely destination for Bernard," he stated.
"I believe that Bernard will leave Atletico Mineiro after the Copa Libertadores and the official announcement will be made by [Mineiro president] Alexandre Kalil."
