Besides notching 15 goals in 30 league games this season for PSV Eindhoven, Lens has also established himself in Louis van Gaal's Holland squad.
The forward is now of the opinion that he is ready to leave the Eredivisie for a new challenge in England.
"I long for the next step, I think the time has come to prove myself at the highest level every week," Lens said to Voetbal International.
"I'm 25, I have played in the Eredivisie for seven years and it's time for a step forward. I think my style of play fits perfectly in England."
Lens opted not to move to Southampton last summer, but he was confident the bigger Premier League sides would come calling this year.
"I have no transfer clause in my contract, but if there is a nice club I expect no problems. PSV would grant me a move abroad. Otherwise, next year they could be left facing an unpleasant situation. Moreover, I will not go to a competition where I could not get into the Dutch team," Lens explained.
"I expect that other clubs will make a move this summer and I hope to be able to choose. There are many rumors and they are regularly reported, but at the moment there is still nothing concrete. I would not have expected any. The transfer market has yet to begin."
