The Gunners have failed to appease frustrated fans with another trophyless season and the North London outfit are not yet assured of UEFA Champions League football for next season.
Should Wenger guide Arsenal to victories in their remaining seven Barclays Premier League games, then the club's minimum goal of top flight European football will have been achieved but supporters are demanding more ambition from the club.
Wenger has notoriously been reluctant to break the bank on big-name players, preferring to nurture and grow youth prospects into football's next stars.
However, it appears Wenger is finally ready to give in to pressure and splash the cash in the summer to ensure the Gunners are competing for major honours in the new campaign.
"The fact is he has to strengthen the team and I know he will do that," Dein, who is a close friend of Wenger, was quoted in The Sun as saying.
"He is one of the best managers in the world, he's been coaching for 30 years and knows what he is doing.
"He knows what he wants and it's just a question of identifying the right talent."
Among the transfer targets Arsenal are reportedly looking at signing include Celtic midfielder Victor Wanyama, Fiorentina's Stevan Jovetic and Real Madrid striker Gonzalo Higuain.
Arsenal's last silverware came at the FA Cup final in 2005, when they beat Manchester United on penalties but since then all the North London club has had to celebrate is Champions League qualification each year.
And in the current campaign, the gulf between Arsenal and Premier League leaders United is stark with a massive 21 point difference between the two sides.
"It's a long, hard season and I am a great supporter of Arsene," Dein said.
"He has done a phenomenal job and continues to do so year-on-year.
"He has the fire in his belly. I don't see any reason why he shouldn't be there."
Dein added: "Arsene's on course for next season's Champions League. But they have fallen 20-odd points behind United, which is not good enough."
Dein brought Wenger to England in 1996 and the pair share a strong relationship.
