The Uruguayan has polarised opinion in England since signing for the Merseysiders at the start of 2011.
His obvious footballing talent has often been overshadowed by some unsavoury events, not least being found guilty of racially abusing Manchester United defender Patrice Evra last season.
However, this season Suarez has largely been a joy to watch and he has even managed to bang in a few special goals on his way to reaching 17 for the campaign so far - he remains just one goal behind current golden boot leader Robin van Persie of United.
This weekend's Premier League fixtures will see the Reds travel to the Etihad on Sunday to face the champions but in Mancini's eye, Liverpool already have at least one winner in the form of star striker Suarez.
"For me, Suarez is a top player. I like him as he is strong, he works," Mancini said in The Sun.
"He's one of the best in England."
Mancini could be on the lookout for a new striker in the summer following the winter transfer deadline day sale of Mario Balotelli to AC Milan.
City have been linked with a move for Suarez in the past, but when quizzed on the topic, the Italian only replied: "Suarez plays for Liverpool. He has quality and is strong."
Brendan Rodgers' side head into Sunday's encounter buoyed by the arrival of new signing Philippe Coutinho.
City, on the other hand, chose not to make any big moves in the winter transfer market.
