The Spanish international was previously linked with a move to Arsenal and it was widely reported that Wenger tabled a bid for the former Villarreal player last summer.
However, Arsenal were trumped by free spending Malaga who forked over €21 million for the services of the 27-year-old. It proved to be an astute signing for the Los Boquerones as Cazorla played an integral role in Malaga's successful season, eventually helping them secure a spot in next season's Champions League.
Malaga though, have been dogged by recent reports of financial difficulties after a summer of lavish spending and the club's Qatari owners are keen to offload some of their most marketable stars in order to raise funds and stabilise the account books.
The Andulasian club's desperation to raise funds and willingness to sell has put Wenger on alert, with the wily French manager looking to capitalise on the situation and purchase the speedy winger on the cheap.
According to El Confidencial, Arsenal have already made plans to bring the 2007 Spanish Player of the Year to the Emirates Stadium and are expected to make an official bid for Cazorla in the near future.
This would come as welcome news for scores of Arsenal fans worldwide and would go a long way in assuaging their fears of the club being left behind after a summer of intense speculation linking the Gunners' top two stars, Robin Van Persie and Theo Walcott away from the club.
Cazorla, noted for his speed, quick feet and excellent close control of the ball, made 34 appearances for Malaga last season, scoring 9 goals and providing 5 assists in the process.
