Aquilani has managed only 18 appearances for the Reds since joining them from Roma in 2009 and spent last season on loan at AC Milan.
The Serie A runners-up chose not to sign on the former Roma trainee, leaving him free to return Liverpool for pre-season training.
Aquilani has been marginalised at Liverpool under previous managers Roy Hodgson and Kenny Dalglish, but the appointment of Brendan Rodgers as Liverpool's manager has provided Aquilani with hope of making it into the squad at the Merseyside club.
His agent Franco Zavaglia told TMW: "At the moment Aquilani is a Liverpool player and will certainly start pre-season training with them, then we'll see what happens.
"The new manager [Brendan Rodgers] will decide whether to keep him or not. I don't think he's coming back to Italy and he hasn't expressed any particular preference, but this time I hope Liverpool can tell us in time if he's not part of their plans so we can find him the right club."
Aquilani's career has been plagued by injuries, but Zavaglia revealed that the 27-year-old has put those worries behind him.
"Recently, apart from a slight ankle sprain, Aquilani has had no major fitness problems. The real problems were when he had ankle surgery at Liverpool."
