Winterburn urged Arsene Wenger to sign three to four new players as it would convince Robin van Persie that the club is serious about its title ambitions. Van Persie has been linked with a move to Manchester City and to other leading European clubs as he enters the last year of his contract.
With the signing of Lukas Podolski, the Dutchman has already reiterated his happiness with the club but he has not yet signed a new contract. Wenger confessed that it was a worry that often troubled him but he stated that plans were in place to keep the former Feyenoord striker at the club for the coming seasons.
Arsenal have also struggled to maintain parity with free-spending Chelsea, Liverpool, Manchester United and Manchester City in the transfer market and Wenger recently admitted that he would be looking to finish his summer transfer activity early so as to avoid getting caught up in a bidding war.
Winterburn, however, thinks that the Frenchman will be busy the entire summer as he will look to procure quality players on the cheap.
He told talkSPORT: "Arsenal have got to bring some stronger players into the football club with more quality, you hope, to help them out next season.
"Podolski is the first one, there have got to be three or four more to come with that and maybe that might persuade van Persie to stay but I think it's going to be a long summer, again, for Arsenal ."
Arsenal could finish as much as 22 points behind the Manchester clubs should they lose their final match against West Brom on Sunday. They are currently in third place and need a win in their final game of the season in order to ensure qualification to the Champions League group stages.
