According to reports in the Daily Mail, Arsenal and Tottenham Hotspur are duking it out to try to sign the Costa Rican, though Spurs seized the advantage by sending intermediaries to speak to his agent about a move to White Hart Lane first.
As it is, Arsenal are already in negotiations to sign the player's 19-year-old compatriot Joel Campbell, and have also asked Twente to keep them informed of Ruiz's availability.
He is also a target from several other Premier League clubs, and the 25-year-old has a buy out clause in his contract for £13.75 million.
Ruiz says he would only leave the Eredivisie for a bigger league and has named the English top-flight as his preferred destination.
He said: "I have three weeks left to transfer and I hope I can change to one of the best leagues, such as the English, otherwise I will stay in Twente.
"There is a team that is showing interest, but it will be my agent that keeps me informed about the negotiations."
The Dutch side confirmed on Monday that no official approach had yet been made by Tottenham.
Arsenal are also looking at swooping for £8 million rated Dann. However, manager Arsene Wenger will have to fend off interest from Liverpool's Kenny Dalglish, as the Birmingham defender is also attracting interest from the Scot.
