Hodgson has opted to announce his squad on Tuesday, which is unusually early, prior not just to a round of Premier League fixtures but also assorted midweek and European games.
That lends itself towards a larger than normal squad being named, increasing the likelihood of Sturridge being recalled.
The 23-year-old was a regular squad member last term, although he was forced to withdraw on three occasions due to injury.
He was denied a chance to add to his six caps against Scotland last month by an ankle problem.
In his absence, Southampton's Rickie Lambert had a dream start to his international career, scoring the winning goal with his first touch against Gordon Strachan's men.
With Manchester United pair Wayne Rooney and Danny Welbeck certain to be involved, Hodgson must decide whether to select Sturridge - who scored the only goal in Liverpool's victories against Stoke and Aston Villa - in addition to Lambert and Jermain Defoe, or whether to leave one of them out to accommodate the former Chelsea man.
Given the timings, it would seem more likely Hodgson will choose the former option, knowing the chances of losing players before his squad meet up at St George's Park on Monday are high.
One player who already looks certain to miss out is goalkeeper Ben Foster, who sustained an ankle injury in West Brom's draw at Everton on Saturday, which could keep him out for a lengthy period.
And the Football Association is particularly uncomfortable that matches between Arsenal and Tottenham, plus Liverpool and Manchester United, are both taking place on Sunday.
They argued such high-profile Premier League fixtures will effectively mean Hodgson will not get his squad together for a full training session until Wednesday due to extended recovery time.
However, speaking last month, Hodgson insisted it was not an issue for him.
Meanwhile, new Under-21s boss Gareth Southgate is expected to face the media for the first time since his appointment as Stuart Pearce's successor.
The Under-21s take on Moldova at Reading on September 5 and visit Finland four days later.
