The Santos forward is the youngest nominee for the prestigious FIFA Ballon d'Or award this year and is arguably the most high-profile young talent iin the world of football.
He has been repeatedly been linked with a transfer to either the Catalan giants or current La Liga champions Real Madrid.
Cruyff, however, feels that Barca's star-studded attack of Andres Iniesta, Lionel Messi, Cesc Fabregas, David Villa, Alexis Sanchez, Xavi Hernandez and Pedro Rodriguez are more than capable of unlocking any defence at the moment.
"The one department where Barcelona don't lack anything is scoring goals. So if you ask me whether they need Neymar, I'm going to have to say no," Cruyff told Catalunya Radio.
"Just look at the amount of goals they score. They already have good options up front."
Meanwhile, former Argentina striker Claudio Caniggia lauded the talents of the 20-year-old in another interview, tipping him to become the best player in the world in the future.
"Neymar is a player with great vision," the 45-year-old opined at a Soccerex football convention in Rio de Janeiro.
"He has a lot of imagination, is creative and finds different ways to score and create a move.
"He will surely be one of the best. He is only 20 years old. We have to give him time. Within a few years, he will be one of the best."
Currently, however, he believes noone is better than Messi.
"This is the era of Messi. There will always be many stories of the careers of players like him. Just like Pele, Cruyff, Di Stefano, Maradona ... It doesn't matter who is the best.
"The moment is Messi's.
"I find it amazing that Argentina has three players among the six, seven, best in the world of all time. Maradona, Messi and Di Stefano."
