According to the Daily Mail, the Blues are ready to offer up to £30million for the Belgium international, who has already scored six goals in ten league appearances this season.
Fellaini has been at Goodison Park since 2008 and is now regarded as one of the most dangerous midfielders in England given his physical prowess and eye for goal, but it appears he is now ready for a new challenge.
"I've seen everything with Everton and in January or at the end of the season, I will turn to a new club or a new league," he reportedly told journalists in Belgium, according to the paper.
Toffees manager David Moyes has previously stated he will be looking for a "big price" should he allow his star player to leave, narrowing down the number of clubs capable of matching the asking price for Fellaini.
However, Chelsea, who invested heavily in the summer by bringing in the likes of Eden Hazard, Cesar Azpilicueta, Oscar, Victor Moses and Marko Marin, certainly have the finances to make such a bid, and will be further encouraged by his eligibility to play in the UEFA Champions League.
