Daniele De Rossi, Pablo Osvaldo and Nicolas Burdisso were all dropped for the weekend's Serie A encounter at the Stadio Olimpico, which the Giallorossi won thanks to goals from Erik Lamela and Michael Bradley.
And Zeman insists he will continue to field what he believes is his strongest eleven, even if it means dropping some more-famous names who are underperforming.
"I have always said that everyone can play in my team and I chose these 11 players to start," he said after the game.
"I am interested in what the lads do at this moment and right now I consider this to be the best lineup.
"We suffered above all at the start of the game, but this win is important for us and everyone around Roma."
Nonetheless, the Czech tactician was insistent that the dropped trio still had a major role to play at the club.
"I do not doubt the quality of De Rossi, Osvaldo and Burdisso as they are important players who I hope can give us a great deal," Zeman added.
The Giallorossi have picked up 11 points from their opening seven games and are currently seventh in Serie A.
