The former Liverpool striker has been included alongside PSV Eindhoven winger Jeremain Lens in Bert van Marwijk's preliminary 29-man squad, which will be reduced and finalised on September 30.
Key trio Nigel de Jong, Rafael van der Vaart and Ibrahim Afellay are all also included after overcoming recent injury problems.
Stijn Schaars has also been selected after impressing recently for Sporting Lisbon, and winger Arjen Robben makes it into the preliminary squad despite currently suffering from an injury.
Ajax midfielder Theo Janssen is also included in the squad, despite missing out on the final cut in the previous squad.
The Oranje face Moldova on October 7 and Sweden on October 11, having already qualified for next summer's finals in Poland and Ukraine.
