Both Ribery and Robben are regarded as two of the Bundesliga's best players but came under plenty of criticism last season for their selfish style of play.
And while Sammer admits the duo still have key roles to play at the Allianz Arena, he wants them to be aware that their team-mates are there for a reason.
"What you need in a team are leaders - ideally one leader - team players and individuals," Sammer said on the club's official website.
"We need individuals such as Robben and Ribery. However, these players must understand they'll never make it on their own.
"You need team players holding the whole thing together. Players need to put themselves forward and accept responsibility."
Sammer also reiterated the club's support of Robben, especially after he was jeered by his own fans last season.
"I have a very, very good impression of him," he added. "He's very alert, focused and dynamic.
"Naturally, we've talked - I signalled to him that in a situation such as what happened in the last match in Munich, no Bayern Munich player is on his own, and that we have to protect him even more.
"And I've also told him I'm expecting a huge amount from him this season."
Bayern had a disappointing campaign last season as they lost out to Borussia Dortmund in both the Bundesliga and the final of the DFB-Pokal, as well as to Chelsea in the final of the UEFA Champions League on penalties.
