Voller met with Germany coach Joachim Low and his assistant Hans-Dieter Flick, together with Leverkusen coach Sami Hyypia, to discuss the ongoing snub of the Bundesliga's top goalscorer from last season and for the whole of 2013 so far.
Kiessling was again left out of the latest Germany squad selection, announced by Low on Friday, but that does not mean his chances of pulling on a Germany shirt again are over.
"Jogi Low has asked Stefan if he would be prepared to help out if Mario Gomez and Miroslav Klose are out of form or injured come the World Cup," Voller revealed in the Die Welt newspaper.
"Stefan has said he would."
Both Klose and Gomez are currently sidelined through injury, yet Kiessling is not involved since, as Voller revealed: "He does not want to be a stand-in in the current situation. When he is needed, then he will be there.
"If he plays as well as he did last season, then it's going to be very difficult for the national team coach not to take him to the World Cup anyway, regardless of Gomez and Klose."
The last of Kiessling's six appearances for Germany came against Uruguay in a friendly in July 2010.
