Bulpin was the former head coach of AIFF's developmental side, Indian Arrows.
Announcing the signing of Bulpin, Shillong Lajong FC secretary Larsing M Sawyan said he was confident that Bulpin's arrival at the club would help them to a better position in the I-League table next season.
In England, Bulpin worked for clubs such as Tottenham Hotspur, Queens Park Rangers, Bristol City, Bristol Rovers, Stockport County, Plymouth Argyle and Leicester City.
Bulpin has also worked in countries such as Singapore, Philippines and Uzbekistan, where he was the head coach of the Under-17 team.
Shillong have, however, denied sacking Pradyum Reddy, who successfully helped the club to retain its I-League status last season. Reddy is now set to work on Shillong's youth development programme.
The club has also signed contracts with five I-League players besides retaining the services of Renedy Singh, Sushil Kumar, Chitra Sen Singh and foreign recruit John D Meyongar.
To boost its somewhat suspect defence, the club has signed Gobind Singh from Sikkim United and national Under-23 player Jeebon Singh from Pailan Arrows.
Basant Singh who played for Sikkim United last season and represented Manipur in the Santosh Trophy, has also been enrolled along with Punde FC's Rolin Son Hungyo of Pune.
Shillong also agreed a short-term contract with Mil Chol-son, a DPR Korea Under-23 player, with the club hoping to extend his contract after reviewing his performance in July.
