Drogba left Chelsea at the end of the season after choosing not to renew his contract despite a successful season winning the Champions League and the FA Cup.
Chinese side Shanghai Shenhua are in front running to sign the Ivorian, with other clubs like Real Madrid and Al Wasl also interested in him.
However, Drogba's demands of a £300,000-a-week deal is proving to be a stumbling block for Al Wasl and Maradona has ruled his side out of the running for the 34-year-old's signature.
He told Gulf News: "If we had a large budget, then yes it is possible to attract someone like Drogba. But I don't think the budget in mind is available here.
"I've read a lot about Drogba's future and I've come to believe he's on the verge of signing for that Chinese team who have offered him millions. I don't think we can match those figures," added the Argentine, "Having Drogba at Al Wasl is a dream and if it does come true it will be the best thing ever."
Drogba is currently on international duty with Ivory Coast for their 2014 World Cup Qualification phase.
