Roberts is adamant that the trio will not be allowed to play for the Under-19s as it will interfere with Nepal's senior team's preparations for December's South Asian Football Federation Championship.
"We are training hard for the SAFF Championship and I cannot risk sending them," Roberts said.
"I have talked to the All Nepal Football Federation president and he has said that my decision will be final regarding the senior team.
"If those players are released without my consent, I will go home the very next day," he concluded
Roberts' stance comes despite Under-19 coach Kishor KC declaring that the three players must be made available for selection.
"I have demanded the inclusion of Chand, Sujal and Jagjeet in the team as their presence will energise the team and surely make a difference," he said.
For the Under-19 Group A qualifiers, Nepal will play Iraq, Saudi Arabia, Oman, the Maldives and host nation Bangladesh from October 25 until November 4.
